So you are certain that you have cIOS either rev 9 or 10? Which revision of USB Loader GX do you have? USB Loader GX has been constantly worked on and with over 400 revisions some have bugs. If you have a more recent revision you can tell which one you have by going to settings and clicking the star.
If you have one of the later revisions it should tell you which one you have in the top right. How are you loading the loader? Is it from the homebrew channel? A wad on the system menu, a forwarder on the system menu? When you partioned, did you make the WBFS partition less than 500 GB (just to be on the safe side?)
